Description
An account of the resource
On December 1, 1964, West Virginia Senator Jennings Randolph wrote his in-state colleague, Senator Robert C. Byrd, requesting support for a bill that would provide aid to depressed areas throughout the Appalachian region. The Senate had passed a similar aid bill a few weeks earlier, but it did not make it through the House of Representatives prior to the close of the 88th Congress. As a result, a new bill needed to be reintroduced and passed in the Senate when the 89th Congress convened in January, 1965. Senator Byrd, himself a product of Southern West Virginia’s coalfields, readily agreed to sign on as a co-sponsor. Introduced on January 3, 1965, the Appalachian Regional Development Act passed the Senate on February 1, 1965 and the House of Representatives on March 3, 1965.

Description
An account of the resource
Following the passage of the Appalachian Regional Development Act in the House, Senator Robert C. Byrd issued this press release announcing his intent to “expedite action” on the release of the funds needed to support the programs. As a member of the Senate Appropriations Committee, Byrd was in a unique position to facilitate the allocation of the $365 million proposed for funding the initial programs outlined in the Act, including the establishment of the Appalachian Regional Commission (ARC), through June, 1966. Once fully funded, the ARC allocated monies for highway construction and infrastructure development as well as programs designed to increase job opportunities in Appalachia.

After passing the Senate and House, President Lyndon Baines Johnson signed the Appalachian Regional Development Act of 1965 into law on March 9, 1965. The act established the Appalachian Regional Commission (ARC), whose membership included representatives from New York, Pennsylvania, Ohio, Maryland, West Virginia, Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Alabama, and Mississippi as well as one federal appointee. The ARC was tasked with overseeing the development of programs aimed at facilitating economic development in Appalachia as well as the construction of the Appalachian Highway Development System, a network of more than 3,500 miles of new highways designed to connect previously isolated Appalachian communities with larger national markets.

The Dirksen Congressional Center is a non-partisan, not-for-profit, private foundation located in Pekin, Illinois, the home of the late Everett McKinley Dirksen (1896-1969). Dirksen served on the Pekin City Council (1927-1931), in the U.S. House of Representatives (1933-1949), and in the U.S. Senate (1951-1969). His Republican colleagues elected Dirksen as Minority Leader of the U.S. Senate in 1959, a post he held until his death. In that role, he placed a highly visible and key role in politics of the 1960s, helping to write and pass the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Open Housing Act of 1968, all landmarks of the Great Society. Dirksen was also one of the Senate’s strongest supporters of President Lyndon Johnson’s conduct of the war in Vietnam. The Center promotes a greater public understanding of the U.S. Congress through archival, research, and educational programs.

An account of the resource
The Dirksen Congressional Center is a non-partisan, not-for-profit, private foundation located in Pekin, Illinois, the home of the late Everett McKinley Dirksen (1896-1969). Dirksen served on the Pekin City Council (1927-1931), in the U.S. House of Representatives (1933-1949), and in the U.S. Senate (1951-1969). His Republican colleagues elected Dirksen as Minority Leader of the U.S. Senate in 1959, a post he held until his death. In that role, he placed a highly visible and key role in politics of the 1960s, helping to write and pass the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Open Housing Act of 1968, all landmarks of the Great Society. Dirksen was also one of the Senate’s strongest supporters of President Lyndon Johnson’s conduct of the war in Vietnam. The Center promotes a greater public understanding of the U.S. Congress through archival, research, and educational programs.
