The administration bill and S. 316 were referred to the Subcommittee on Arts and Humanities, chaired by Pell, which held a joint hearing on February 23, 1965 with the Special Subcommittee on Labor of the House Committee on Education and Labor. As momentum grew for the creation of a foundation to support the humanities, on March 10, Johnson sent a letter to Congress endorsing the creation of a National Foundation on the Arts and Humanities. This March 12 letter from William Walton, chair of the Commission of Fine Arts, to Senator Lister Hill (D-AL), chairman of the Senate Labor and Public Welfare Committee, stated the administration’s position that these related fields should be “under a single foundation, with a separate fund program, and chairman and council for each.” On June 10, the Senate passed S. 1483 providing separate endowments for the arts and the humanities on a voice vote.

The Dirksen Congressional Center is a non-partisan, not-for-profit, private foundation located in Pekin, Illinois, the home of the late Everett McKinley Dirksen (1896-1969). Dirksen served on the Pekin City Council (1927-1931), in the U.S. House of Representatives (1933-1949), and in the U.S. Senate (1951-1969). His Republican colleagues elected Dirksen as Minority Leader of the U.S. Senate in 1959, a post he held until his death. In that role, he placed a highly visible and key role in politics of the 1960s, helping to write and pass the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Open Housing Act of 1968, all landmarks of the Great Society. Dirksen was also one of the Senate’s strongest supporters of President Lyndon Johnson’s conduct of the war in Vietnam. The Center promotes a greater public understanding of the U.S. Congress through archival, research, and educational programs.

Shortly after the 1996 presidential election, University of Kansas (KU) Chancellor Robert Hemenway approached Senator Dole with a proposal that he entrust his congressional papers, accrued over 35 years of public service, to KU — the university he attended before military service in WWII interrupted his studies. The University was eager to build upon the research potential of this collection and create an institute that would offer opportunities for the public and for students of all ages and all backgrounds — from KU and across the nation — to discover how they might best serve their communities, their states, and the nation. Senator Dole immediately agreed, but insisted that he wanted no personal monument. Rather, he favored creation of a non-partisan forum, dedicated to public service, training for leadership, and promoting the ideal that politics is an honorable profession. It was from these discussions that the Robert J. Dole Institute of Politics was conceived. Dole deposited his papers with the University of Kansas in May 2000 and transferred title to the university in 2001. The papers were housed at the Spencer Research Library until the Dole Institute was completed in 2003, at which point they were transferred to the newly constructed building, and the Robert J. Dole Archive and Special Collections was born.

The papers were housed at the Spencer Research Library until the Dole Institute was completed in 2003, at which point they were transferred to the newly constructed building, and the Robert J. Dole Archive and Special Collections was born.
