Description
Representative Emanuel Celler sponsored H. J. Res. 1, a companion to the resolution passed by the Senate, and reported it from the House Judiciary Committee on March 24, 1965. This engrossing copy of the resolution passed in the House on April 13, 1965 by a vote of 368 to 29.The major difference between the resolutions hinged on whether a time limit would be imposed on Congress’s decision to resolve a disagreement between the president, the vice president, and the cabinet concerning the former’s ability to serve. The conference committee resolved the difference in favor of the House insistence on a twenty-one day requirement for a congressional decision.
