Broad, bipartisan support for voting rights was signaled by the 66 Senators who were eager to sign as sponsors of an administration-backed bill that had been quietly negotiated with Senate leaders. When introduced on March 18, 1965, 46 Democrats and 20 Republicans had signed as sponsors of the bill. This sponsor sheet was attached to a typed bill, stamped “Mar 18 1965” with a pencil mark “1564” assigning the bill a number. Instructions to “Return To the Senate Bill Clerk” indicate that these documents would be sent to the Secretary of the Senate’s office to be printed as a Senate bill.
