New draft version of S. 1666 memorandum

A memorandum to Senator Birch Bayh (D-IN) from his legislative department staff explained the changes to a new draft of S. 1666, a bill to amend the Administrative Procedure Act of 1946. The draft was being considered by the Subcommittee on Administrative Practice and Procedure in February 1964 in light of the hearings held in October 1963 and comments by government agencies.

Please End Dishonorable and Undeclared War

In a brief note to Senator Bayh, a Bloomington, Indiana resident does not mince words. Pleading for an end to the conflict, the constituent summarizes the current situation, "This dishonorable and undeclared war is laying waste the Vietnamese countryside and decimating its population, without measurably contributing to our international objectives. Here at home, the noble aims of the Great Society are increasingly sacrificed to a voracious war machine."

In a letter addressed to "Legislators," a resident of Hagerstown, Indiana expresses his extreme displeasure with anti-war protests. The constituent writes, "These riots, marches etc., come naturally as a result of the liberal radicals (who turn out to be Communist sympathizers having been babied, coddled and pampered for the many past years..." He concludes with the fact that these sentiments are outside the realm of politics but instead represent a true patriotic perspective.

Evansville Resident Opposes Bayh's Blockade Support

In response to Senator Bayh's proposal of a blockade of ships at American ports who engage in trade with North Vietnam, a resident of Evansville, Indiana expressed his disapproval in a letter. Plainly, he writes, "Surely, you realize our so-called blockades of various countries that are in current disfavor have never done significant harm to the stability of their governments. Castro is stronger than ever, Mao stronger than ever, North Korea no weaker, and even Albania's government seems to be in no danger."
